San Diego uses a council-manager form of government, which it adopted in 1931. The mayor and eight council members are elected every four years, and they appoint the city manager.

San Diego is the largest city in the country with a Republican mayor. San Diego has not elected a Democratic mayor since 1988. Democrats hold a 5-3 majority in the city council, including the current Council President, Scott Peters, a Democrat who often sides with the mayor. 55% of the city of San Diego voted for Democrat John Kerry in the 2004 presidential election. However, the mayor, city council-members and city attorney seats are all officially non-partisan.
